# Research & Data

Use Act to coordinate researchers, experts, datasets, and evidence into a result that can support a real decision.

## Preserve the evidence standard

Pass the decision, source requirements, time window, geography, methodology, output format, and disconfirming evidence from the Search brief.

## Separate access from approval

Treat dataset access, licensing, purchases, and methodology changes as explicit Action states. Never imply that access to a source grants rights beyond the reviewed terms.

## Return traceable work

Completion should include the deliverable, source dates, citations or provenance, known limits, and any downstream-use restrictions.
